EK legislators meet CM on developmental issues

ITANAGAR, July 6:  The representatives of East Kameng district led by Kumar Waii Minister RWD, Principal Adviser to Chief Minister Kameng Dolo, Parliamentary Secretaries Karya Bagang, Mama Natung and Tapuk Taku today called on Chief Minister Nabam Tuki to discuss developmental issues of the district. The unison move of the district legislators came following the power and drinking water crisis hit the denizens of Seppa.

Highlighting higher consumption of power supply required by the people, the legislators appealed to the chief minister to introduce 132 KV power supply from Kupi in West Kameng district. The meeting also focused  on law and order problem and ongoing Trans Arunachal Highway project in East Kameng. The representatives also drew the chief minister’s attention towards the plight of government higher secondary school Bebo colony school building which was allegedly set fire by miscreants recently.

Responding to the representation by the legislators, Tuki assured to look into the matter and also said that he would cooperate and support the local MLAs in carrying out developmental projects in the district.

 

SUMA condemns Behali attack

ITANAGAR, July 6: The Students' Union Movement of Arunachal Pradesh, Papum Pare District Unit vehemently condemned yesterday’s Behali attack and urged the concerned authorities to book the miscreant(s) and punish them as per law.

According to media report, three persons were allegedly shot at by miscreants at Naharjan near Behali under Sonitpur district in Assam on July 5 morning.  The persons reportedly received critical injuries and were immediately shifted to Guwahati.

The SUMA unit in a release said “the culprits whether from Arunachal or Assam, they must be punished and police must unearth the truth behind the incident.”  The SUMA unit also requested the Adivasis Students Union and other Assam based NGOs to cooperate with police in finding out the culprits.  While praying for early recovery of injured persons, the SUMA stressed on maintaining peaceful co-existence of the people of two neighbouring states.

 

AASSATA seeks regularization at one-go

ITANAGAR, July 6: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has sought special package of one-go regularization of all the SSA teachers.

In its memorandum submitted to the minister of home affairs, GoI, Kiren Rijiju, it reasoned, the regularization of all the SSA teachers starts from 1st September 2010 covering 5th DPC till March 3’2014 and till now only 282 ATs and 155 JTs have been regularized so far. Many of us are now attaining 45 years and to complete regularization of 6,430 SSA teachers (4408 AT and 2022 JT) it will take 6-7 decades.

 

AAPBSU suggests creation of home guard force with locals

ITANAGAR, July 6: The All Arunachal Pradesh Border Students’ Union (AAPBSU) has suggested coming up with a home guard force involving local people of the border areas of the state to secure the border.

In its memorandum submitted to the minister of state, home affairs, GoI, Kiren Rijiju, it also demanded proper implementation of BADP schemes and creating schemes like BADP in the remote villages situated along Assam-Arunachal boundary.

 

Citizens & family of late Bogo seek job on compassionate ground

ITANAGAR, July 6: After almost a month has passed with the unfortunate incident involving APST bus hitting a roadside tree at Dhemaji on June 12 last which killed one Karmi Bogo and injured many others, family members and senior citizens of Darak circle have sought job on compassionate ground under APSTS for a family member of the deceased.

In its signed representation to the senior station superintendent, APSTS, West Siang, Aalo, it also sought ex-gratia for the victim’s family, departmental enquiry into the loss of amount of Rs 50,000 of late karmi Bogo, immediate release of relief amount for medical treatment of the deceased’s wife Yajum Bogo who is undergoing treatment at Naharlagun Hospital and termination of the driver of the unfortunate bus alleging that he was drunk when the accident took place.

Centre accords priority on border area dev.: Rijiju

BJP vigilance panel to monitor development activities

ITANAGAR, July 6: Union Minister of State for Home Affairs and BJP MP Kiren Rijiju has said that Central Govt will give priority on infrastructure development along Indo-China international border in Arunachal Pradesh. Rijiju was addressing the high-level meeting of the BJP at Hotel Donyi-Polo Ashoka here yesterday.

Briefing on the policy framework initiated by the BJP led NDA government under the Prime Minister Narendra Modi for Arunachal Pradesh, Rijiju sought cooperation of all section to get facelift development of the state.

The meeting took stock of Central and  state level party coordination, formation of seven working groups for liaisoning and maintaining coordination between Centre and state for proper implementation of developmental schemes in the  state besides strategy to strengthen the party at all level.

Party MLAs and senior leaders including Opposition party leader Tamiyo Taga attended the meeting.

State level monitoring and vigilance committee on developmental activities in the state was also formed in the  meeting  with former MLA Tapen Siga as its chairman.

In his address, Tamiyo Taga called upon the house to protect and promote the party ideology and maintain party discipline.  

Presiding over the meeting, state BJP president Tai Tagak said the BJP led NDA  Govt will  strengthen the  spirit of federalism.  The BJP will not forgive any indecency and indiscipline in the party, Taga said while urging the party leaders to follow the age-old convention of cooperative approach to strengthen the party.  The State BJP also submitted a memorandum to the Union Minister of State for Home Affairs on various important issues.

 

 

Awareness on population stabilization a must, says CM

ITANAGAR, July 6: Chief Minister Nabam Tuki has appealed all stakeholders to generate a sense of awareness among the public on the need for population stabilization on occasion of ‘World Population Day’ to be celebrated across the world on July 11 next.

The Chief Minister specifically called upon all elected representatives at all levels – Members of Parliament, Members of the Legislative Assembly, Zilla Parishad Members, Municipality Chairpersons and Members and Panchayat leaders to actively observe the World Population Day in their respective jurisdictions and create mass awareness.

India’s population has crossed 121 crores and the 2011 census shows an alarming addition of further 18 crores of population. India is the second most populous country in the world and at the current rate of growth, the population of India is expected to surpass that of China by the year 2028.

“It will be an uphill task on part of the Government and the people to achieve the much cherished goal of stable population without generating mass awareness and active participation of all stakeholders especially the elected representatives and government agencies,” Tuki observed. He pointed that reproductive choice is one of the most fundamental human rights and family planning, which helps freeing women from the incessant cycle of pregnancy, breast-feeding and childcare, is a critical element of reproductive health, women’s empowerment and economic development. Therefore, he said, family planning is an integral part of the Government’s development agenda.

“Family planning can play a very effective role in the betterment of health of the mother and child, apart from population stabilization,” the Chief Minister added.

The State Health and Family Welfare department, in collaboration with the Center, will be holding series of events on the occasion to create awareness amongst the public.

World Population Day is annually observed on July 11 to reaffirm the human right to plan for a family including gender equality, poverty and maternal health. It encourages activities, events and information to help make this right a reality throughout the world.

 

 

AAPSU draws Rijiju attention on key issues

ITANAGAR, July 6: A team of All Arunachal Pradesh Students’ Union (AAPSU) headed by Toko Happy, vice president (protocol) and Suraj Tayam, finance secretary called on Union Minister of State for Home Affairs Kiren Rijiju here yesterday evening and submitted a three-point memorandum.

The memorandum includes the demands for expulsion of Chakma-Hajong refugees and foreign nationals from the state, to find a permanent solution to the vexed Assam-Arunachal boundary issue and ‘stapled’ Visa issue.   

The AAPSU members briefed the MoS on their charter of demands and requested him to personally take up the matter. They also urged upon the MoS to initiate steps for beautification of Capital Complex by developing the infrastructures so that it reflects the State as a whole.

After giving a patient hearing to the grievances of AAPSU members, Rijiju said, “The bandh call observed by the Union is not bad because they don’t have any option. State govt has failed to address their grievances which compelled the Union to go for such democratic movements.”

The State govt should take up the issues raised by the AAPSU because it is ‘genuine’ and related to the welfare of students’ community and people of the state as whole.  Govt should address the ‘genuine’ demands of the state so that bandh calls and other democratic movements are stopped in the state, he added.

Stating that bandh call is not appreciated because it hampers the developmental process, Rijiju expressed shock over the incident which happened with the AAPSU president recently. However, he advised the Union to take up the issue on a positive note for the interest of state and its people.

Coming back to the memorandum, the MoS assured to look into the matters, the  AAPSU said.

 

 

Bandh call declared illegal

IMC says no to bandh

ITANAGAR, July 6: The District Magistrate, Capital Complex has declared the proposed 36 hrs state-wide bandh call from July 9 as illegal within the territorial jurisdiction of Itanagar Capital Complex.

The magistrate said that such bandh calls cause untold hardship and miseries to the common man, particularly wage earners, business communities, patients besides creating serious law & order problems and necessitating deployment of Police, Magistrates and logistics, which involves huge government expenditure.

The magistrate directed the organization/s to abstain from any act that may affect the right, liberty, safety or security of common citizens or that may cause disturbance to public peace and tranquility. The magistrate also directed SP, Itanagar to take all necessary preventive steps to ensure that no such “Bandh” takes place and if anybody is found to be violating this order, action may be taken against them as per provisions of Law.

The DM  also prohibited carrying of weapons like dao, knife, khukari and licensed firearms by any person(s) with them/ in their vehicles for a period of one week or until further order for precautionary and preventive measures to stop misuse of such weapons in the Capital Complex.

Meanwhile, Itanagar Municipal Council (IMC) today appealed to the All Arunachal Pradesh Students Union (AAPSU) to reconsider its  proposed 36 hours state-wide bandh call.

"Frequent bandh culture is a major setback to this underdeveloped state. The daily wage earners whose families are surviving on daily wages are the worst sufferers. It is experienced from the past that, the state has gained nothing out of such bandhs and instead has been giving a wrong impact to the outsiders,' said IMC in a release today.

Strongly opposing the proposed AAPSU bandh IMC appealed to the organisations to opt for alternative democratic movements such as dharna, hunger strike, protest march etc at designated places.

 

 

KK legislators discuss developmental issues

ITANAGAR, July 6: All the four MLAs of Kurung Kumey district including Palin MLA cum PHED Minister Takam Pario, Nyapin MLA cum Parliamentary Secretary for IPR &P and Education Bamanag Felix, Tali MLA cum Parliamentary Secretary for Civil Supplies and Consumer Affairs Markio Tado and Koloriang MLA Pani Taram on Friday converged at Koloriang for district level coordination meeting of officers and elected leaders of the district.

Presiding over the meeting, PHED Minister, Takam Pario, said consultation and good faith among the officers and local leaders is central to development of the district. We need to iron out misunderstanding and communication gap through discussions and consult each other on schemes and plan things together, cooperate each other and work together in unison to bring real development in the district, he said.

Stating that earlier one of the reasons for slow progress of the development work of Kurung Kumey district was absence of Treasury and Bank as officers often come down or stayed at Ziro for the official works,  he said now both bank and Treasury has been established and working smoothly at Koloriang and  there should not be any other reason for the officers to stay away from the place of posting-Koloriang.  

Assuring that no political leader would   interfere in the transfer and posting of officer, he asked the officers to be sincere and dedicated  and work for the people of the district the by remaining in their respective posting places.

Clarifying to an issue raised by Lower Koloriang ZPM that MLAs often call officers of the district to come down either to Itanagar or Ziro for official works, he clarified that he had never asked any officer to come to Itanagar or Ziro rather he has been insisting that officers should remain in their posting places.  He advised the local leaders to refrain from such blame games among the leaders besides advising other legislators not to call officers to Itanagar or Ziro as it would hamper the development process of the district.

To request from Koloriang MLA, Pani Taram, for drinking water system in Koloriang Township, he advised the EE PHED, Koloriang to prepare a DPR for a major water supply project to be taken up under NEC.

Pointing out that there has been many individual schemes for personal interest of Panchayat leaders which has affected the development of the district, he asked the officers and PR leaders to prefer common interest while proposing schemes.

Citing disparity in distribution of some central schemes in the district, he suggested the Kurung Kumey Zilla Parishad to distribute central schemes equally to all the Zilla /Anchal segments of the district for proper and equal development of all the regions of the district.  

Expressing his dismay over pathetic road condition of the district, Pario reminded that the OC GREF in a meeting earlier held at Itanagar had assured to take up the maintenance work particularly the road stretches under Palin, Sangram and Koloriang township areas and asked the BRO to take it up on priority basis.                                  

Taking part in the discussion, Nyapin MLA and Parliamentary Secretary for IPR and Education, Bamang Felix pointed out that the sense of belongingness is lacking in the local people of the district which has also a say in the slow development of the district and advised the locals to feel that they belong to this district and work for it. When everyone feels this is my district the systematic development will come by its own, he added.

On statements of some officers that there are lots of problems like accommodation, staff shortage etc, he asked them not to treat the problem as a problem as it will create more problems rather it should be taken   as a challenge and face it responsibly.

Dwelling on the problems and developmental issues of education sector he said Education department really needs attention of the government. He requested the members not to interfere in the development of infrastructure and transfer and posting of teachers as a good education policy is in place and efforts are on to streamline it.

Citing instances of  so many common people coming to the legislators  for developmental works, he opined that either our  officers are too lazy  and inactive that common people have taken up themselves the developmental issues or our public are  over-active  that they are interfering  in the works of the officers. In both the cases the development is hampered he said and asked the officers to have will power to work and change the developmental scenario of the district.

Stating that there is a gross misunderstanding between the officers and Panchayat leaders in regards to working sphere and jurisdiction, Felix requested the officers and Panchayat leaders to have thorough ideas of their roles and responsibilities.

While speaking on bad road conditions of the district, he said there is a complaint that some members of GREF are engaged in selling cement, diesel and iron rods meant for construction of roads and bridges is rampant. He advised the GREF representatives to check such indulgence to protect the image and dignity of the organization and the motto of the organization is not hampered.

Kurung Kumey District has been in the news for all the wrong and negative reasons and the outer world has begun to look upon us in that sense only. There is urgent need to shed off the tag of under development and certain savory concepts attached with the district, he added.

Markio Tado, Parliamentary Secretary for Civil Supply and consumer affairs said, it’s a good beginning for the district, as all the representatives of the district joined together for the first time after being elected and encouraged such meetings in the future as well.

Taking serious note of some complaints of non-receipt of PDS items in some areas of the district, he assured to streamline the PDS of the district and asked the DFCSO to check lapses if any  in the delivery of PDS items to all parts of the district.

Expressing his concern over the absence of officers at Koloriang, he requested them to stay in the posting places and solve the developmental issues one by one together through consultation and coordination with the local people and local leader.

On reported land shortage in the district Headquarter, he suggested that a mechanism has to be developed to solve the land shortage problem of Koloriang, which will also be helpful for other administrative Headquarters of the district. All officers should work with transparency and consult the local leaders while proposing and executing projects.

Apprising that his constituency lacks good drinking water supply system, he requested PHE Minister for redressal of the remedies. Stating that local teachers are not regular in their service, he requested the Education Parliamentary Secretary not to post local teachers in their home villages/circles.

Koloriang MLA Pani Taram, While highlighting the poor Drinking water  system of Koloriang township and in particular of  the Higher Sec.School and adjoining areas requested the Minister to look into it in priority.

Drawing the attention of the Parliamentary Secretary for Education, he said local teachers are in the habit of refraining from taking classes despite being in the pay roll. The infrastructure of the higher secondary school established in 1963 and upgraded to Secondary school in 1983 is in shambles requiring immediate renovation.

He also requested Parliamentary Secretary for IPR for immediate posting of DIPRO with good PA system at Koloriang. Supply of PDS items need immediate streamlining to reach PDS items to the far flung areas and requested the PS Civil Supply to streamline the PDS in the district.

Citing issuance of NOCs for incomplete of infrastructure under NRHM, he asked the DMO and other concerned officers not to issue NOCs for any incomplete infrastructures under NRHM.

Pointing out that several government lands already under occupation of govt department have been recommended for allotment to the private individuals, he asked the DLRSO not to recommend any land already occupied by the govt department offices to the government in view of land shortage in the district Headquarter.

As an immediate and first outcome of the apex gathering, all the legislator of the district assured to allocate Rs.10 lacs each for construction of good conference hall in the district.

ZPC, Sangha Tagik, sought the support and guidance of all the legislators to the developmental cause of Kurung Kumey District Headquarter- Koloriang. He said there is a need of a new policy decision in the education sector by creating infrastructure for the schools and accommodation for the teachers. He requested the legislators to allow the PR leaders to work in the sphere of works which have been devolved to the Panchayat Raj.

I/C DC, Cheechung Chukhu-expressing dismay over the way the developmental activities are going on in the district said, no development can take place in the present conventional trend. We need a pragmatic policy, new initiative with dynamic thinking   to bring in real development. Development works are going on, but it is useless unless it is properly planned and implemented in true spirit by all the departments and the district administration under the guidance of the legislators.

Highlighting, the absence of broad band internet network connectivity and defunct NIC and very irregular mobile service in the district, virtually cutting off the communication to outer world, district’s Superintendent of Police (SP), pointed out that the district is lacking in 3Cs-communication network, connectivity and coordination. BSNL need to upgrade the capacity or the authority should rope in other telecom service provider. Roads and bridges need repair and maintenance besides opening a petrol pump at Koloriang . Electricity service is very poor and irregular. Inter-department and Intra-Department coordination is needed. In absence of all these the maintenance of Law and order in the district is directly affected, added. Officers, Zilla Parishad Members, Anchal Chairpersons of the district also took part in the discussions.

 

 

PPA demands for bringing Arunachal under Art 371 (a)

ITANAGAR, July 6: The People’s Party of Arunachal (PPA) in a memorandum has urged the Union Minister of State for Home Kiren Rijiju to take up with central government the issue of bringing Arunachal Pradesh under Article 371 (a) of the Constitution in order to protect the traditional ownership rights of Indigenous people of the state over their natural resources.

Unlike other tribal states in North East, Arunachal Pradesh is not placed under Article 371 (a) for which the traditional ownership rights of indigenous tribes in the state over their natural resources have been deprived.  It also prevented them to sustainably exploit their natural resources, which is a serious cause of concern, the party said in its memorandum to the union minister.

Highlighting random singing of MOUs and MOAs by the successive state governments without taking any consent from likely to be affected people, the party urged the minister to review national hydro-power policy.

The party claimed that the National Hydro Power Policy was enacted without taking into consideration of the indigenous dam affected people. Since Arunachal Pradesh is protected under Inner Line Regulation Act (1873) a National Hydro Power Policy may be amended in the interest of the indigenous people of the state, the party said.

The party also urged Rijiju to resolve the decades-old boundary disputes with Assam.  

The frequent clashes between the people of both the States leading to loss of life and property, frequent call of economic blockade and other acts of arsons are a matter of great concern and hampering the development as well as peace in both the States, the memorandum said, and requested the Union Minister to find out an amicable and permanent solution to the vexed boundary issue.

Other demands included, re-opening of traditional border trade routes and trade points with Tibet (China), Bhutan and Myanmar, construction of Trans-National Highway from Arunachal Pradesh to Sri Rampur in West Bengal via Bhutan, identification and development of  few Free Trade Zones preferably in the foothills, special package for development of horticulture, agriculture and other allied sectors, liberal economic packages for development of tourism, construction two lane road connectivity to every corner of the state and  immediate construction of airport.

 

 

Felix conducts surprise visit to Koloriang School

ITANAGAR, July 6: Parliamentary Secretary for Education and IPR, Bamang Felix accompanied by Koloriang MLA Pani Taram paid a surprise visit to Government Hr.Sec. School, Koloriang on Friday and assessed the conditions of the school buildings and other infrastructures besides interacting with the school authorities and faculty members.

He was shocked and moved to find the school building where he spent his early childhood days as a primary school student in a very pathetic condition and partially collapsed condition with broken walls, no  furniture, no proper water supply system, lacking  teachers accommodation, shortage of subject teachers of science and mathematics, library, science laboratory regular Principal and vice Principal .

Agreeing that the infrastructure of the school is not befitting of a higher secondary school of a district headquarter, he advised the Koloriang MLA to take up the development of  infrastructure  issue of the school through central schemes  for which he assured state’s  matching share on priority.

While taking serious note of the absence of some local teachers, he also requested the local MLA to assess the teachers’ attendance on monthly basis to ensure regular presence of teachers in the station. He also directed the DDSE to make local arrangements to post adequate subject teachers particularly for English, science and mathematics subjects.

Felix also told the EE PHED who was also present during the visit to take up water supply system of the school on priority in consultation with the local MLA.

While enquiring about the wellbeing of the teachers who were present during his visit, he suggested them to feel free to approach him any time for solving their problems as their guardian and elder.

Upper Koloriang ZPM Chello Tagar, Lower Koloriang ZPM Nangram Niani and DDSE Tai Tache also accompanied Felix during his visit to school.

 

 

Pario asks officers and PR leaders to work as a team

ITANAGAR, July 6: PHED and WS Minister Takam Pario, while addressing a coordination meeting of Panchayat leaders and government officers of five administrative circles of Yangte, Palin, Chambang, Tarak Langdi and Pania under Palin assembly constituency at Palin on Friday said that there is an urgent need of coordinated effort from the government officers and Panchayat leaders as team to streamline the development works of Palin Assembly constituency.       

If the blame game and complaint against each other among the officers and PR leaders continues then the development work would be hampered and the area would be pushed to the old days he said. Further he asked the Officers and Panchayat leaders to work as a team to bring the required development to the area instead of blaming each other. Our Panchayat leaders and general public need to cooperate with the officers in implementing various schemes and sort out all the differences and confusions in the general interest.

Realizing the importance of health sector and considering its present scenario, the Minister assured to take it up on priority particularly on supply of medicines, posting of medical officers with support staff and development of infrastructure in all PHCs and sub-centres.

Pointing out that there is variety of problems in the education sector be it appointments, transfer and posting of teachers, timely disbursement of stipend and supply of mid-day meal and development of infrastructure, he advised the Panchayat leaders to solve the issues at their respective levels without compelling him to interfere. He re-iterated that he would not interfere in the working spheres of Panchayat Raj but assured his support and guidance in the sector.

In view of depleting environment and contamination of drinking water supply source, he suggested the PR leaders to adopt a resolution to ban hunting and fishing in their respective areas or all Panchayat leaders should jointly adopt a resolution  to  preserve the flora and fauna of the area besides adopting  resolutions to protect the catchment areas of drinking water supply source, as un-protected water source could  lead to drying of water due to jhumming and felling of trees and contaminations. He also asked the PR leaders to cooperate concerned departments like PHED and Power department in revenue generation.

He also advised all officers to stay at their place of postings and help develop the area as development can take place only when they stays and works in their respective posting places.

The region is best suited for horticulture, agriculture, fisheries and dairy development, the general people has to be made aware of these potentials and asked the department officers to bring awareness to the people in the sector. While appreciating the initiatives and stand of ADC in streamlining civic amenities and planning of Palin Township, he asked the locals and the PR leaders to cooperate and support the local administration in implementing law and order and bringing civic amenities in Palin Town.

The Minister also suggested the PR leaders to conduct similar coordination meeting at the all the Anchal and Gram levels so that every PR leaders knows his responsibilities and streamline the development of their respective areas.

ADC, Pania, S. Lowang dwelt at length on the developmental issues of the areas. She informed that there is an acute shortage of officers and support staff in all the five administrative centre of Pania Sub-division which has slowed down the development works of the area. Stating that the absence of accommodation and communication bottleneck in the region is some the regions for their absence in their place of posting requested the Minister to provide adequate facilities for the government employees.

Palin Anchal chairperson, Khyoda Rana, DDSE Tai Tache, EE, RWD,NL Kamin, SDAO Khyoda Teri and other  local officers and PR leaders also  shared their views and placed their grievances in the day-long coordination meeting .

 

 

Dree celebrated at Tezu & Aalo

ITANAGAR, July 6: Dree festival was celebrated with great pomp and gaiety at Tezu. Local MLA Dr Mahest Chai and Dr BM Mishra, Deputy Commissioner Lohit District graced the occasion. The welcome speech was delivered by Tasso Kobing, General Secretary of Dree festival committee, Tezu. Dr Chai in his address appreciated the rich culture and heritage of Apatani community. He also highlighted the unique agriculture practices of the Apatanis, especially the paddy cum fish cultivation. Besides, he also expressed his happiness over the nomination of Ziro as UNESCO world heritage site.

Deputy Commissioner in his speech stressed the need for preservation of indigenous culture and to protect culture harmony. Chairman of the Dree festival Committee, Tezu, Dr.  Nani Rika deliberated brief mythology of Dree festival. It was followed with many colourful culture events presented by Apatanis residing in Tezu. Besides, culture troupes from other communities like Mishmis, Adis and Galos also participated on the occasion.

AALO: The Dree festival was celebrated with traditional pomp and gaiety at Aalo yesterday.

Attending the occasion, Tabong Mibang, BJP Mandal President 32 Rumgong Assembly ST said “our rich culture gives us a distinct identity. Religion and culture are two different identities and all of us should take part in any tribal festival of any community to encourage each other.”

Giving his Dree greeting to the Apatanis of West Siang, Yomgi Ori, ZPM said that all festivals and festivities are alike and associated with fertility cult, prosperity and general well being of all strata of people. Apatani community heralds a progressive society, excelling in all fields and worth emulating by other tribes.

Welcoming the gathering, Tage Halley Chief Judicial Magistrate West Siang said that effort should be made to integrate varied tribal culture through cultural exchanges with message of a live and let live to propagate the message of goodwill and brotherhood through festival. Milo Phusang, President and Er. Hage Nobin Secretary DFC also gave their message and highlighted the mythological aspects of the festival and expressed his gratitude to all for making the celebration a successful one.

Abandoned porter track reopens after 30 years

KHONSA, July 6: The MLA of 56 Khonsa West Assembly constituency Tirong Aboh in collaboration with RWD department and villagers of Dadam and Huakan yesterday reopened the porter track between Huakan and Dadam villages which was virtually abandoned for nearly 30 years.

The 8-KM foot track which was the main link between the two important villages of Dadam area since time immemorial was discontinued for want of maintenance. The MLA appealed the people of the two villages to continue the age-old system of conducting traditional social service of clearing foot track without depending on the government agencies for every little problem.

He said that community work was the most important gift of the ancestors which should be upheld at any cost. He said that he was committed to addressing the pressing problems of the people of his constituency. The MLA told the villagers that ‘self help is the best help’ and asked the people to work hard for all round development of the area.

The Assam Rifles also rendered their invaluable services during the mass social service.

On the same day Tirap Deputy Commissioner Kamlesh Kumar Joshi convened an interactive meeting in order to enable the newly elected MLA of Khonsa East Wanglam Sawin to interact directly with the HoDs of various departments.

In his speech Sawin urged the HoDs to work with a missionary zeal in close coordination with the district administration.

He admitted that being a first-timer he needed guidance and support from the officers to execute the various government schemes effectively. He said that without the active cooperation and support of the people and the officers he could do precious little. The MLA said that whatever had happened in the past should be forgotten and that a new era of development should be started afresh for which every individual will have to work hard.

Earlier, DC in his address asked the HoDs to apprise the MLA on the various problems of their departments so that the MLA would be enlightened.

On July 4, MLAs Tirong Aboh, Wanglam Sawin, Tirap DC and other public leaders inspected the deteriorating Khonsa township roads and discussed on matters to improve the deplorable road condition. Changlang-Dibrugarh new APST bus service introduced

CHANGLANG, July 6: The State Transport Department has introduced a new bus service in between Changlang  and Dibrugarh, Assam from today.

The bus was formally flagged off today by the State Transport Services, General Manager Abu Tayeng at State Transport Station, Changlang in presence of the Deputy Commissioner Chanchal Yadav, SP Vijay Kumar  and all heads of offices and public.

The bus service will be available six days a week except Thursday which will be maintenance day.

Abu Tayeng while addressing the function informed that the department is committed for revenue collection of more than 100 per cent target though 60 per cent of its buses are too old and many of the buses are operated in an unproductive routes as a part of public services. He urged upon the officers and staffs of the transport department to work sincerely to win the public faith.

Responding to the request made by Changlang DC for introduction of a new bus service from Changlang to Yatdam Circle headquarters and Changlang Hq to Bordumsa via Jairampur, Tayeng ensured that he will look into the matter despite a meager fund in the department; however, he suggested that local funds allotted may be an alternative.

Senior Station Superintendent, State Transport N Songthing said that Changlang-Dibrugarh bus service was materialized due to the initiatives of the General Manager. While expressing his gratefulness to the General Manager, Songthing requested him to fulfill some of the necessity of the department which included posting of drivers and extension of parking place in the premises of the station.

Assistant Superintendent, State Transport S Simai also spoke in the occasion.

Solar lanterns distributed

Meanwhile, in an another function, Labour Officer Changlang B Nyorak, Department of Labour, distributed solar lanterns to the registered labourers under Arunachal Pradesh Building and Other Construction Board at general ground Changlang today.

Nyorak who is also in-charge registering officer, deliberately explained the importance of registering their names with the board and the benefits extended by the board to labourers. He appealed them to encourage their fellow labourers to register their names who have not yet registered.  In total 350 labourers were distributed Solar Lanterns.

Multipurpose Cultural Hall

Changlang  DC Chanchal Yadav  today inaugurated a Multipurpose Cultural Hall here at Changlang.

The Cultural hall was constructed by the department of PWD, Changlang under SPA Fund with the total expenditure of Rs. 90 Lakh.

Later, the DC attended a Cultural Week and Mega Youth Festival, organized by the department of Art & Culture in the cultural hall and appreciated the cultural performance of the students.

Union Minister inaugurates Computer Education centre at AVN Pachin

ITANAGAR, July 6: Minister of State for Home Affairs, Kiren Rijiju today inaugurated a Computer Education Centre at Abotani Vidya Niketan (AVN), Pachin amidst a huge gathering of Students, Parents and well wishers of the school.

Speaking on the occasion, Rijiju said that he has always been close to the Abotani Vidya Niketan for its ideological foundation and academic excellence. He added that even in bare scarcity of good infrastructure and link road for communication, the school always kept its academic excellence high and wished that the newly attached Computer Education Centre would further stimulate the growth of the school. Extending his heartfelt gratitude to the public for voting in his favour, he stated that although he is totally inexperienced as a Minister, he has dreams and drawings to make Arunachal Pradesh a developed and vibrant state.

Tai Tagak, Chairman of the school and State President of the BJP who shared the dais with the MoS for Home in the inaugural function extended his heartfelt gratitude to the union Minister for prioritizing and visiting the school and said that the school community in particular and the public of Arunachal Pradesh expect a lot from the Minister in the path of development.

Tadar Kama, President, Arunachal Shiksha Vikas Samiti while welcoming the minister submitted a 4-point memorandum and requested him to look into the grievances on priority. Nabam Ruja, Secretary Arunachal Shiksha Vikas Samiti while extending the vote of thanks gratefully remembered the earlier occasions of the visits of Kiren Rijiju to the school and said that the school fraternity is greatly indebted to the Union Minister for visiting the school on the first leg of his public program in the state after becoming the minister.

Earlier, both the Mos and the State BJP president planted tree saplings in the school campus.

 

 

TUFC to face Gora Makik SC in second semi-final

ITANAGAR, July 6: Todo United FC (TUFC) defeated Gangte Tugung SC (GTSC) by 2-1 in the match no.16 of the ongoing 1st Takam Sharmila Gora Memorial Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

Needing a draw to enter the semi-final TUFC shot into lead 8th minute through a powerful header from their recruit from Darjeeling (jersey 15) Ritesh Subha. The lead was doubled by Tagio Raja in the 16th minute. Gangte Tugung came strongly after the lemon break and reduced the margin in 61st minute through a powerful header by Nguri Kampo (10). Gangte Tugung created numerous chances but it was TUFC goalkeeper Asif Ahmed (21), another recruit from Darjeeling brilliant saves that denied many clear cut chances. By this win Todo United FC make it to last four. They will face Gora Makik SC in the second semi-final on July 8.

Organizing Chairman Takam Tallum Dado informed that the 2.90 KG trophy with 90 per cent silver plate costs Rs 2.30 lakhs. It's a running trophy and team winning three consecutive times will keep the trophy permanently.

Modi struck right note during his maiden visit to J & K

In his first visit to Jammu and Kashmir as prime minister, Narendra Modi has struck the right note by saying that winning hearts through development is his government’s aim. Considering that state is scheduled to go to polls in November, this is a prudent way to reach out to the people of this long-troubled border state, holding out the hope of better times. Apart from addressing Indian army jawans at Badami Bagh cantonment, Modi flagged off a train between New Delhi and Katra, which is the base town for the much-venerated Vaishno Devi shrine as part of linking Jammu and Kashmir with the rest of India through the railways. Symbolic of his stress on development, he also inaugurated a hydel project at Uri. By ignoring the separatists, who had given a bandh call to protest his visit, Modi has given a clear message. His government will make no compromise on security and there would be no let-up in ushering in economic prosperity to the region through development of infrastructure.

His dual approach of security with development is expected to pay him political dividends. Modi’s promise for the return of Kashmiri pundits who were forced to leave the state in the wake of terrorist incidents and threats has already raised the spirits of the Hindu minority. For too long Congress governments at the Centre have been playing with the sentiments of the community while doing precious little to ensure conditions for their safety and security. Under Modi’s dispensation, there is real hope. Modi’s Kashmir policy is aimed at integrating the state into the national mainstream. He has spoken about Article 370 though he is still testing the waters to see if he can take the next step on the sensitive issue of tinkering with the special status for Kashmir. By steering clear of political groups but making it a point to address the troops, Modi’s message was subtle but effective—that he stands by the army and is not one to appease or join issue with those who pose a threat to peace and tranquility.

An appeal to AAPSU

Dear Editor,

On behalf of the student communities of state, I would like to appeal AAPSU to postpone the proposed 36 hour bandh call starting from 9th of this month. I would like to inform that 9th July is the last date for submission of forms for admission into post graduate course of Rajiv Gandhi University.  Many students from various parts of country are all preparing for PG admission. Proposed bandh call will seriously hamper the process.

We are grateful to AAPSU for always fighting for cause of student communities in particular and state in general. We understand that at present too AAPSU is pursuing to fight for the sake of student communities. But situation is different now. We have students gearing up for higher studies and many have to travel to various parts of India to seek admission in professional colleges. Adding to our woes, alleged shooting incident at Tarasso is starting to cause some problem as traffic movement along NH-52 is being disrupted occasionally by anti-social elements of Assam. Therefore keeping these facts in mind, I appeal AAPSU to reconsider their decision. AAPSU has always sacrificed for students. This time also if they call off the bandh, they will make another memorable sacrifice for students. We are begging AAPSU, please think for us.

Good time ahead for film makers of Arunachal

Dear Editor,

Through your esteemed column, I would like to highlight following successes and endeavor. The winning of Rajat Kamal Award during 61st National Film Festival by film ‘CROSSING BRIDGES’ has proved the success of an indigenous film maker like   Sangey Norbu Thongdok who hails from Sherdukpen Community of Rupa under West Kameng District. “RICH PRACTICE” a documentary being directed by Marnya Doyum which has been selected by Mumbai International Film Festival and screened recently at Itanagar and all the states of NE region is another milestone for Arunachal. I would like to congratulate both Sangey and Marnya for their success, which will surely inspire the budding film makers of this state.

Recently a Sherdukpen film titled “BESMEH” was released on 16th June 2014 at Rupa which is very successful and its screening is still going. Film is reportedly pulling large crowd in various localities of  Rupa .It is produced by former minister DK Thongdok  and directed by veteran film maker DK Thungon .I do also congratulate both producer and director.

A Monpa feature film title “Gyumrie” was released at Tawang by DC on 27th June 2014.Its director is Tsangpa Norbu who is a successful film maker of Tawang District. Since its release film is doing very well in Tawang.

Now, an Animation film titled “Tani v/s Halyanmikhii” on Apatani folk lore with computer generated 2D characters in the form of semi cartoon has been released on the auspicious occasion of Apatani Dree Festival. Film is in Apatani dialect with English sub title.

Nending Nampi Michi is the producer of this movie. Story has been penned by Tage Richo and its character’s designing, background designing, animation & editing done by Michi Tamang. He is an alumnus of Maya Academy of Advanced Cinematic, Andheri, Mumbai from where he learned 3D animation, composition, visual effects and film making.

Each cartoon characters’ voices have been dubbed with different voices in Apatani by the team. I wish every success to the budding and seasoned film makers of this state for their future. Simultaneously I am thankful to the Department of IPR Govt. of Arunachal Pradesh for organizing two film festivals in the state which has truly inspired several budding and seasoned film makers. The recent Mumbai International Film Festival held at Naharlagun too has inspired us a lot wherein Bamang Felix Parliamentary Secretary for IPR assured us to promote film industry in the state.

Criminals should not be supported

Dear Editor,

Let's keep Arunachal clean and fight against the criminal and rapist. There should not be any interference from family and society to deal with criminals who are minor or U-18. I believe that person who can indulge in such activity should never be given lenient just for being minor. Age doesn’t matter while dealing with criminals.

Today in our state crime against children and women is increasing day by day. Various incidents of rape is being reported from Arunachal be it Likabali private school case, Aroti Mize incident and now this fresh case of minor girl being gang raped  at Takilalung village near Pasighat by three youth.

Lastly, I would like to ask to the person, family or society who fights in favour of criminal/rapist, what they will do if such unfortunate incident happens with their sister and daughter? So I request them please feel the  pain of victim and victim's family.

I am writing this letter because I found out that some people are helping criminal/rapist forgetting that they are criminals and should be treated as criminal only.
