EK legislators meet CM on developmental issues
ITANAGAR, July 6: The representatives of East Kameng district led by Kumar Waii Minister RWD, Principal Adviser to Chief Minister Kameng Dolo, Parliamentary Secretaries Karya Bagang, Mama Natung and Tapuk Taku today called on Chief Minister Nabam Tuki to discuss developmental issues of the district. The unison move of the district legislators came following the power and drinking water crisis hit the denizens of Seppa.
Highlighting higher consumption of power supply required by the people, the legislators appealed to the chief minister to introduce 132 KV power supply from Kupi in West Kameng district. The meeting also focused on law and order problem and ongoing Trans Arunachal Highway project in East Kameng. The representatives also drew the chief minister’s attention towards the plight of government higher secondary school Bebo colony school building which was allegedly set fire by miscreants recently.
Responding to the representation by the legislators, Tuki assured to look into the matter and also said that he would cooperate and support the local MLAs in carrying out developmental projects in the district.
SUMA condemns Behali attack

Awareness on population stabilization a must, says CM
ITANAGAR, July 6: Chief Minister Nabam Tuki has appealed all stakeholders to generate a sense of awareness among the public on the need for population stabilization on occasion of ‘World Population Day’ to be celebrated across the world on July 11 next.
The Chief Minister specifically called upon all elected representatives at all levels – Members of Parliament, Members of the Legislative Assembly, Zilla Parishad Members, Municipality Chairpersons and Members and Panchayat leaders to actively observe the World Population Day in their respective jurisdictions and create mass awareness.
India’s population has crossed 121 crores and the 2011 census shows an alarming addition of further 18 crores of population. India is the second most populous country in the world and at the current rate of growth, the population of India is expected to surpass that of China by the year 2028.
“It will be an uphill task on part of the Government and the people to achieve the
much cherished goal of stable population without generating mass awareness and active
participation of all stakeholders especially the elected representatives and government

The AAPSU members briefed the MoS on their charter of demands and requested him to personally take up the matter. They also urged upon the MoS to initiate steps for beautification of Capital Complex by developing the infrastructures so that it reflects the State as a whole.
After giving a patient hearing to the grievances of AAPSU members, Rijiju said, “The bandh call observed by the Union is not bad because they don’t have any option. State govt has failed to address their grievances which compelled the Union to go for such democratic movements.”
The State govt should take up the issues raised by the AAPSU because it is ‘genuine’ and related to the welfare of students’ community and people of the state as whole. Govt should address the ‘genuine’ demands of the state so that bandh calls and other democratic movements are stopped in the state, he added.
Stating that bandh call is not appreciated because it hampers the developmental process, Rijiju expressed shock over the incident which happened with the AAPSU president recently. However, he advised the Union to take up the issue on a positive note for the interest of state and its people.
Coming back to the memorandum, the MoS assured to look into the matters, the AAPSU said.
IMC says no to bandh
ITANAGAR, July 6: The District Magistrate, Capital Complex has declared the proposed

The magistrate said that such bandh calls cause untold hardship and miseries to the common man, particularly wage earners, business communities, patients besides creating serious law & order problems and necessitating deployment of Police, Magistrates and logistics, which involves huge government expenditure.
The magistrate directed the organization/s to abstain from any act that may affect the right, liberty, safety or security of common citizens or that may cause disturbance to public peace and tranquility. The magistrate also directed SP, Itanagar to take all necessary preventive steps to ensure that no such “Bandh” takes place and if anybody is found to be violating this order, action may be taken against them as per provisions of Law.
The DM also prohibited carrying of weapons like dao, knife, khukari and licensed firearms by any person(s) with them/ in their vehicles for a period of one week or until further order for precautionary and preventive measures to stop misuse of such weapons in the Capital Complex.
Meanwhile, Itanagar Municipal Council (IMC) today appealed to the All Arunachal Pradesh
Students Union (AAPSU) to reconsider its proposed 36 hours state-

KK legislators discuss developmental issues
ITANAGAR, July 6: All the four MLAs of Kurung Kumey district including Palin MLA cum PHED Minister Takam Pario, Nyapin MLA cum Parliamentary Secretary for IPR &P and Education Bamanag Felix, Tali MLA cum Parliamentary Secretary for Civil Supplies and Consumer Affairs Markio Tado and Koloriang MLA Pani Taram on Friday converged at Koloriang for district level coordination meeting of officers and elected leaders of the district.
Presiding over the meeting, PHED Minister, Takam Pario, said consultation and good faith among the officers and local leaders is central to development of the district. We need to iron out misunderstanding and communication gap through discussions and consult each other on schemes and plan things together, cooperate each other and work together in unison to bring real development in the district, he said.
Stating that earlier one of the reasons for slow progress of the development work
of Kurung Kumey district was absence of Treasury and Bank as officers often come
down or stayed at Ziro for the official works, he said now both bank and Treasury
has been established and working smoothly at Koloriang and there should not be any
other reason for the officers to stay away from the place of posting-
Assuring that no political leader would interfere in the transfer and posting of officer, he asked the officers to be sincere and dedicated and work for the people of the district the by remaining in their respective posting places.
Clarifying to an issue raised by Lower Koloriang ZPM that MLAs often call officers of the district to come down either to Itanagar or Ziro for official works, he clarified that he had never asked any officer to come to Itanagar or Ziro rather he has been insisting that officers should remain in their posting places. He advised the local leaders to refrain from such blame games among the leaders besides advising other legislators not to call officers to Itanagar or Ziro as it would hamper the development process of the district.
To request from Koloriang MLA, Pani Taram, for drinking water system in Koloriang Township, he advised the EE PHED, Koloriang to prepare a DPR for a major water supply project to be taken up under NEC.
Pointing out that there has been many individual schemes for personal interest of Panchayat leaders which has affected the development of the district, he asked the officers and PR leaders to prefer common interest while proposing schemes.
Citing disparity in distribution of some central schemes in the district, he suggested the Kurung Kumey Zilla Parishad to distribute central schemes equally to all the Zilla /Anchal segments of the district for proper and equal development of all the regions of the district.
Expressing his dismay over pathetic road condition of the district, Pario reminded that the OC GREF in a meeting earlier held at Itanagar had assured to take up the maintenance work particularly the road stretches under Palin, Sangram and Koloriang township areas and asked the BRO to take it up on priority basis.
Taking part in the discussion, Nyapin MLA and Parliamentary Secretary for IPR and Education, Bamang Felix pointed out that the sense of belongingness is lacking in the local people of the district which has also a say in the slow development of the district and advised the locals to feel that they belong to this district and work for it. When everyone feels this is my district the systematic development will come by its own, he added.
On statements of some officers that there are lots of problems like accommodation, staff shortage etc, he asked them not to treat the problem as a problem as it will create more problems rather it should be taken as a challenge and face it responsibly.
Dwelling on the problems and developmental issues of education sector he said Education department really needs attention of the government. He requested the members not to interfere in the development of infrastructure and transfer and posting of teachers as a good education policy is in place and efforts are on to streamline it.
Citing instances of so many common people coming to the legislators for developmental
works, he opined that either our officers are too lazy and inactive that common
people have taken up themselves the developmental issues or our public are over-
Stating that there is a gross misunderstanding between the officers and Panchayat leaders in regards to working sphere and jurisdiction, Felix requested the officers and Panchayat leaders to have thorough ideas of their roles and responsibilities.
While speaking on bad road conditions of the district, he said there is a complaint that some members of GREF are engaged in selling cement, diesel and iron rods meant for construction of roads and bridges is rampant. He advised the GREF representatives to check such indulgence to protect the image and dignity of the organization and the motto of the organization is not hampered.
Kurung Kumey District has been in the news for all the wrong and negative reasons and the outer world has begun to look upon us in that sense only. There is urgent need to shed off the tag of under development and certain savory concepts attached with the district, he added.

Drawing the attention of the Parliamentary Secretary for Education, he said local teachers are in the habit of refraining from taking classes despite being in the pay roll. The infrastructure of the higher secondary school established in 1963 and upgraded to Secondary school in 1983 is in shambles requiring immediate renovation.
He also requested Parliamentary Secretary for IPR for immediate posting of DIPRO with good PA system at Koloriang. Supply of PDS items need immediate streamlining to reach PDS items to the far flung areas and requested the PS Civil Supply to streamline the PDS in the district.
Citing issuance of NOCs for incomplete of infrastructure under NRHM, he asked the DMO and other concerned officers not to issue NOCs for any incomplete infrastructures under NRHM.
Pointing out that several government lands already under occupation of govt department have been recommended for allotment to the private individuals, he asked the DLRSO not to recommend any land already occupied by the govt department offices to the government in view of land shortage in the district Headquarter.

ITANAGAR, July 6: The People’s Party of Arunachal (PPA) in a memorandum has urged the Union Minister of State for Home Kiren Rijiju to take up with central government the issue of bringing Arunachal Pradesh under Article 371 (a) of the Constitution in order to protect the traditional ownership rights of Indigenous people of the state over their natural resources.
Unlike other tribal states in North East, Arunachal Pradesh is not placed under Article 371 (a) for which the traditional ownership rights of indigenous tribes in the state over their natural resources have been deprived. Felix conducts surprise visit to Koloriang School
ITANAGAR, July 6: Parliamentary Secretary for Education and IPR, Bamang Felix accompanied by Koloriang MLA Pani Taram paid a surprise visit to Government Hr.Sec. School, Koloriang on Friday and assessed the conditions of the school buildings and other infrastructures besides interacting with the school authorities and faculty members.
He was shocked and moved to find the school building where he spent his early childhood days as a primary school student in a very pathetic condition and partially collapsed condition with broken walls, no furniture, no proper water supply system, lacking teachers accommodation, shortage of subject teachers of science and mathematics, library, science laboratory regular Principal and vice Principal .
Agreeing that the infrastructure of the school is not befitting of a higher secondary school of a district headquarter, he advised the Koloriang MLA to take up the development of infrastructure issue of the school through central schemes for which he assured state’s matching share on priority.
While taking serious note of the absence of some local teachers, he also requested the local MLA to assess the teachers’ attendance on monthly basis to ensure regular presence of teachers in the station. He also directed the DDSE to make local arrangements to post adequate subject teachers particularly for English, science and mathematics subjects.

Abandoned porter track reopens after 30 years
KHONSA, July 6: The MLA of 56 Khonsa West Assembly constituency Tirong Aboh in collaboration with RWD department and villagers of Dadam and Huakan yesterday reopened the porter track between Huakan and Dadam villages which was virtually abandoned for nearly 30 years.

CHANGLANG, July 6: The State Transport Department has introduced a new bus service in between Changlang and Dibrugarh, Assam from today.
The bus was formally flagged off today by the State Transport Services, General Manager Abu Tayeng at State Transport Station, Changlang in presence of the Deputy Commissioner Chanchal Yadav, SP Vijay Kumar and all heads of offices and public.
The bus service will be available six days a week except Thursday which will be maintenance day.
Abu Tayeng while addressing the function informed that the department is committed for revenue collection of more than 100 per cent target though 60 per cent of its buses are too old and many of the buses are operated in an unproductive routes as a part of public services. He urged upon the officers and staffs of the transport department to work sincerely to win the public faith.
Responding to the request made by Changlang DC for introduction of a new bus service from Changlang to Yatdam Circle headquarters and Changlang Hq to Bordumsa via Jairampur, Tayeng ensured that he will look into the matter despite a meager fund in the department; however, he suggested that local funds allotted may be an alternative.

Changlang DC Chanchal Yadav today inaugurated a Multipurpose Cultural Hall here at Changlang.
The Cultural hall was constructed by the department of PWD, Changlang under SPA Fund with the total expenditure of Rs. 90 Lakh.
Later, the DC attended a Cultural Week and Mega Youth Festival, organized by the department of Art & Culture in the cultural hall and appreciated the cultural performance of the students.

Union Minister inaugurates Computer Education centre at AVN Pachin
ITANAGAR, July 6: Minister of State for Home Affairs, Kiren Rijiju today inaugurated a Computer Education Centre at Abotani Vidya Niketan (AVN), Pachin amidst a huge gathering of Students, Parents and well wishers of the school.
Speaking on the occasion, Rijiju said that he has always been close to the Abotani Vidya Niketan for its ideological foundation and academic excellence. He added that even in bare scarcity of good infrastructure and link road for communication, the school always kept its academic excellence high and wished that the newly attached Computer Education Centre would further stimulate the growth of the school. Extending his heartfelt gratitude to the public for voting in his favour, he stated that although he is totally inexperienced as a Minister, he has dreams and drawings to make Arunachal Pradesh a developed and vibrant state.

aim. Considering that state is scheduled to go to polls in November, this is a prudent
way to reach out to the people of this long-
His dual approach of security with development is expected to pay him political dividends. Modi’s promise for the return of Kashmiri pundits who were forced to leave the state in the wake of terrorist incidents and threats has already raised the spirits of the Hindu minority. For too long Congress governments at the Centre have been playing with the sentiments of the community while doing precious little to ensure conditions for their safety and security. Under Modi’s dispensation, there is real hope. Modi’s Kashmir policy is aimed at integrating the state into the national mainstream. He has spoken about Article 370 though he is still testing the waters to see if he can take the next step on the sensitive issue of tinkering with the special status for Kashmir. By steering clear of political groups but making it a point to address the troops, Modi’s message was subtle but effective—that he stands by the army and is not one to appease or join issue with those who pose a threat to peace and tranquility.

An appeal to AAPSU
Dear Editor,
On behalf of the student communities of state, I would like to appeal AAPSU to postpone the proposed 36 hour bandh call starting from 9th of this month. I would like to inform that 9th July is the last date for submission of forms for admission into post graduate course of Rajiv Gandhi University. Many students from various parts of country are all preparing for PG admission. Proposed bandh call will seriously hamper the process.
We are grateful to AAPSU for always fighting for cause of student communities in
particular and state in general. We understand that at present too AAPSU is pursuing
to fight for the sake of student communities. But situation is different now. We
have students gearing up for higher studies and many have to travel to various parts
of India to seek admission in professional colleges. Adding to our woes, alleged
shooting incident at Tarasso is starting to cause some problem as traffic movement
along NH-

Good time ahead for film makers of Arunachal
Dear Editor,
Through your esteemed column, I would like to highlight following successes and endeavor. The winning of Rajat Kamal Award during 61st National Film Festival by film ‘CROSSING BRIDGES’ has proved the success of an indigenous film maker like Sangey Norbu Thongdok who hails from Sherdukpen Community of Rupa under West Kameng District. “RICH PRACTICE” a documentary being directed by Marnya Doyum which has been selected by Mumbai International Film Festival and screened recently at Itanagar and all the states of NE region is another milestone for Arunachal. I would like to congratulate both Sangey and Marnya for their success, which will surely inspire the budding film makers of this state.
Recently a Sherdukpen film titled “BESMEH” was released on 16th June 2014 at Rupa which is very successful and its screening is still going. Film is reportedly pulling large crowd in various localities of Rupa .It is produced by former minister DK Thongdok and directed by veteran film maker DK Thungon .I do also congratulate both producer and director.
A Monpa feature film title “Gyumrie” was released at Tawang by DC on 27th June 2014.Its director is Tsangpa Norbu who is a successful film maker of Tawang District. Since its release film is doing very well in Tawang.
Now, an Animation film titled “Tani v/s Halyanmikhii” on Apatani folk lore with computer generated 2D characters in the form of semi cartoon has been released on the auspicious occasion of Apatani Dree Festival. Film is in Apatani dialect with English sub title.
Nending Nampi Michi is the producer of this movie. Story has been penned by Tage Richo and its character’s designing, background designing, animation & editing done by Michi Tamang. He is an alumnus of Maya Academy of Advanced Cinematic, Andheri, Mumbai from where he learned 3D animation, composition, visual effects and film making.
Each cartoon characters’ voices have been dubbed with different voices in Apatani by the team. I wish every success to the budding and seasoned film makers of this state for their future. Simultaneously I am thankful to the Department of IPR Govt. of Arunachal Pradesh for organizing two film festivals in the state which has truly inspired several budding and seasoned film makers. The recent Mumbai International Film Festival held at Naharlagun too has inspired us a lot wherein Bamang Felix Parliamentary Secretary for IPR assured us to promote film industry in the state.

Criminals should not be supported
Dear Editor,
Let's keep Arunachal clean and fight against the criminal and rapist. There should
not be any interference from family and society to deal with criminals who are minor
or U-
Today in our state crime against children and women is increasing day by day. Various incidents of rape is being reported from Arunachal be it Likabali private school case, Aroti Mize incident and now this fresh case of minor girl being gang raped at Takilalung village near Pasighat by three youth.
Lastly, I would like to ask to the person, family or society who fights in favour of criminal/rapist, what they will do if such unfortunate incident happens with their sister and daughter? So I request them please feel the pain of victim and victim's family.
I am writing this letter because I found out that some people are helping criminal/rapist forgetting that they are criminals and should be treated as criminal only.
